AUTHOR BIO: YUN-CHONG PAN was born in Taiwan under Japanese occupation in 1935. He immigrated to Toronto, Canada in 1962 and enrolled at the University of Toronto. After working as an economist, Pan embarked on a career with the government and the Canadian International Development Agency.
